I don't know that they have ever been released in .PDF - I have only heard of hardcopies, and only then if you attend the LE-only Armorers Course.
I'd love to get hold of one, but they haven't opened the courses to accredited media - unlike Glock and most other manufacturers. Now Glock even offers them to GSSF members.

The P90 manual can be had in pdf.
So I'm guessing somewhere the FsN can be had in pdf too.
