Recoil springs (which aren't as easily tweaked in a Glock or FNS as other guns) can affect slide velocity. With the CZ, you can get a slightly lighter recoil spring from Wolff Springs, or a lighter hammer spring (which also affects slide velocity, as the slide pushes it back after each shot.)
Glock uses the same recoil spring assembly for many of their guns across calibers when they have the same frame -- and change slide weight to control velocity. I'd be willing to bet that the springs are similar between your Glock 17 and FNS 9 (and might even be interchangeable, as they are quire similar), but the slides themselves might have different weights.
I don't think you can compare things on such a high level and expect to make sense of it without really getting into details (and, sadly, having a better understanding of the design characteristics of the guns in question.)
