This is not "his" IP address it is the DNS that his service provider is using. Never the less it still narrows it down to about a 3 mile radius of where he lives.

Unfortunately most police agencies do not have the experience to deal with internet crime and the feds wouldn't get involved unless there was a substantial amount of money involved.

Best thing to do is report this to paypal and get a partial refund for the cost that you will incur buying 6 new carts. and if you really had to you could call his local police and ask them if they have any advice, if you still have his address.
