With so many complaints about the white ps90 sight, and it now being replaced totally by the black, how/why did the white site actually make it into production?

Kind of makes you want to pickup another white right sight since they are phasing it out

The P90 was developed in the late 80's, early 90's. The weapon is more than a quarter century old. Maybe FN had some unsold stock of the old sights and decided to use those sights before using the new ones. Maybe a large military customer was unsatisfied with the sights and traded them for new ones. My 2 eurocents.
