So I sent the paperwork off today, 9/9/2010 at 10:33 am, from the post office, express mail.
They will get the package on Saturday, or Monday if not open to sign on Saturday. Wish I could have sent yesterday, or sooner.
One note, the form says to make the check out to the BATFE, not the Department of the Treasury, as mentioned in the SBR paperwork sticky here.

I have had people make their estimated tax payments out to the IRS, Pennsylvania Department of Revenue, and Pennsylvania Electric Company..... and gotten all three in the wrong envelopes..... and all three cashed a check not made out in their name.
The IRS doesn't want to hear about how your $8,000 estimated tax payment was cashed by the electric company when you are asking for penalty forgiveness for late tax payments.....
A simple bit of fine print legal speak on the check would help. "By cashing this check you accept my IRS income tax liability for the next 5 years, if cashed you may later opt out by refunding the full amount with an additional 3% within 10 days."
It seems to work for those credit companies sending out $10 checks locking you into something ridiculous.
If only it would really work that well for us.

The new ATF form 1's are to be made out to the Deaprtment of the Justice per the instructions on the Form 1 and Form 4's are to be made out to BATFE.
