Is this available for civilian purchase? Can you get smoke or tear gas for it?

you can not get it, 40mm is a controled round Military and LE. You can buy a Civie 37mm, but i don't think FN makes one in 37mm. Do a search for a 37mm launcher and munitions and see what is available.

You can own a 40mm, it is a NFA DD.
But you can't get the FN version.

I'd only want the FN one if I ever got to that point. But for 5 grand and 300 bucks a piece for the ammo, I don't think so...
